Participants will hear from panelists including Commissioner of Education Dr. Mark McQuillan, Connecticut Blueprint author Dr. Louise Spear Swerling, House Majority Leader Denise Merrill, and others. Stakeholder groups will engage in the dialogue about the future of literacy achievement in the state.

Connecticut’s Blueprint for Reading Achievement, published in 2000, offered specific recommendations for instructional practices backed by scientifically-based reading research. In the decade since, though, Connecticut’s 4th grade reading scores have fallen by one point but national scores have risen seven points on average, according to the National Assessment of Educational Progress. Worse yet, Connecticut has the largest achievement gap in the nation.

After the hundreds of millions of literacy dollars that flowed into Connecticut’s coffers during the past ten years (Early Reading Success, Reading First, No Child Left Behind, Title I) and now facing shrinking budgets, what can we learn from 2010 pockets of success to focus the literacy agenda for the next decade?
