Durham, NC (PRWEB) June 17, 2010 -- Attorney Rick Fleming, head of the Social Security Department at the Law Offices of James Scott Farrin, recently served as co-chair of a Continuing Legal Education (CLE) seminar on “Mental Retardation and Adaptive Functioning” sponsored by the North Carolina Advocates for Justice (NCAJ) on May 21.
The seminar focused on both medical aspects of mental retardation and adaptive functioning, as well as legal issues related to establishing mental delays as a basis for coverage under the federal Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) programs. About 60 attorneys from across the state attended the seminar.

“The purpose of the seminar is to educate attorneys who represent disabled individuals in Social Security and criminal cases about the intricacies of rules governing disability as it relates to mental retardation and adaptive functioning,” Fleming said. “Social Security guidelines clearly state that mental retardation can be used as a basis for disability, but it can be difficult to get courts to acknowledge that fact.”
Attorney Rick Fleming joined the Law Offices of James Scott Farrin in 2002 and became a shareholder in 2008. He has earned recognition by the North Carolina State Bar as a North Carolina Board Certified Specialist in Social Security Disability Law. He is also bilingual in Spanish and English.
Rick Fleming is currently chair of the North Carolina Advocates for Justice (NCAJ) Disability Advocacy Section. He has been active with the Disability Advocacy Section for many years, serving as Secretary in 2008, Vice Chair in 2009, and Co-Chair of Continuing Legal Education (CLE) Committee from 2004 to 2008. He is also a former member of both the Workers’ Compensation and Auto Torts sections.
