Transportation Safety Board investigators confirmed in a factual report (NTSB #: HWY-08-MH-011) that the bus driver fell asleep, veered off U.S. 59, then overcorrected, causing the bus to rollover on its side. A pickup truck then struck the bus, which was carrying 47 passengers. The bus was traveling from Monterey, Mexico to Houston when the accident occurred Jan. 2, 2008 south of Victoria, Texas. The driver was only licensed to drive the bus within the state of Texas.
National Transportation Safety Board investigators found numerous holes in the federal regulatory system that allowed a non-compliant bus to be registered and operated on U.S. highways. Investigators urged the Federal Motor Coach Safety Administration, the National Highway Traffic Safety Administration and the U.S. Customs and Border Patrol to coordinate better to root out buses and other motor coaches that don’t meet U.S. safety standards.
