Marshack states in her Council application to City Manager Pat McDonnell, “Please accept my candidacy as a very serious effort, in spite of the fact that I am suing the City of Vancouver for harassment, malicious prosecution and conspiracy." (Clark Co. Case # 08-2-03116-4) "While it may seem that I have no political experience and only passion for my causes, I do care very much about cleaning up City Hall. Not everyone who is a politician is corrupt. Not every employee at City Hall is corrupt either. However, there are some rotten apples in your midst and they are causing untold harm to Vancouver. I want to be part of a new administration that takes seriously the civil rights of our citizens, so that no one has to go through the terror and ignominy I have experienced over the last six years.”
Marshack is a long time resident of Vancouver and a local psychologist and author. She came to know all too well many Vancouver officials over the last 6 years when brand new neighbors decided to harass her by sending a barrage of complaints to Vancouver City Hall, including over 50 secret video clips of Marshack, her family and guests. They also sued. No amount of reason worked. Ultimately they not only lost their lawsuit (Clark County Superior Court #04-2-04611-8) but were found guilty of harassment, stalking, assault and Contempt of Court (Clark Co. Superior Court #04-2-04611-8, Clark Co. District Court Y5-9524, and Clark Co. Court #15642V).
Marshack asked Vancouver Citizen Advocate Jim Jacks for help since City officials continued to respond to the neighbor’s complaints even after their convictions. He was no help. Jacks who has gone on to election as House Representative from District 49, wrote a malicious and defamatory report about Marshack, based on the false complaints filed by the neighbors. This action only escalated the problems. (Clark Co. Superior Court Case # 08-2-03116-4).
Even though Marshack is in the process of clearing her name and winning back her rights, the whole experience was traumatizing for Marshack and her family. In spite of this harassment, Marshack wants to put all of this behind her and rally the citizens of Vancouver to clean out City Hall and start a new order that actually is a government “of the people, by the people and for the people.”
