Earl stated, "My many years of experience as a lawyer, prosecuting attorney, legislator and as governor of Wisconsin, has led to an understanding that we must find ways to not only reduce the costs of rehabilitation and/or punishment but to also assist the convicted offender in re-establishing himself as a productive member of our communities. APA has developed a model to assist prosecutors, defense attorneys and judges in finding effective alternatives to incarceration. I look forward to advising this progressive organization."
